The National Development Reform Commission (NDRC) requested comments on a plan to support the construction of waste incineration power generation projects. New infrastructure
China prepares to accelerate public investments – the “new infrastructure” to kick-start its economy following the coronavirus shutdowns. New Infrastructure refers to information, integration and innovation infrastructure projects and promote technologies related to 5G, Internet of Things, satellite internet, artificial intelligence, cloud computing, blockchain, data centers and smart computing centers. China will continue to support scientific research related to these technologies, which will be applied in the country’s energy, transport and industrial sector.

Waste incineration power generation project
The National Development Reform Commission (NDRC), in April 2020, requested comments on “Stimulating Waste Incineration Power Generation Project”, a plan to support the construction of waste incineration power generation projects. European Chamber in China has submitted comments to NDRC on April 10th 2020. Comments from the Chamber is that incineration be planned to reflect the downturn in input due to municipal waste source segregation, rather than continuing to increase the number of waste generation projects. More attention should be given to pre-sorting waste, e.g. plastic waste should be separated so it can be used for chemical recycling instead of incineration.

Old town community renovation
The State Council, on April 14th, 2020 at its executive meeting has decided to strengthen the renovation of old urban communities. The meeting pointed out that advancing the transformation of old communities is an important measure to improve the living conditions of residents and expand domestic demand. This year, there are plans to renovate 39,000 old urban communities, involving nearly 7 million residents, a double that of last year.

Statistical Yearbook 2018
The 2018 Urban and Rural Construction Statistical Yearbook is released by Ministry of Housing and Urban-Rural Development on March 27th, 2020. According to the statistical yearbook, by end of 2018 the central heating area of cities has reached 8.78 billion square meters, and that of county towns has reached 1.618 billion square meters.

Jilin province:
Jilin province announced new infracture 761 projects. The “761 projects” will start from 2020 and will be completed by end of the 14th five-year plan. There are 315 projects in area of district heating with a total investment of 22,89 billion RMB, it includes 7,68 billion RMB budgeted for 2020. The project plan encourages district heating and installation of peak shaving boiler; supports wind power, biomass power generation, and Combined Heat & Power (CHP) projects; promotes intelligent heating etc.
