Background
Sweden stands as a global leader in the transition to fossil‑free heating and cooling. Today, around 98% of the heating market is supplied by renewable and recycled energy sources, contributing to strong energy security and limited dependence on imported fuels such as gas. Almost all individual oil (and gas) boilers have been replaced by district heating or heat pumps. District heating supplies nearly 60% of the market and operates in a deregulated environment in terms of pricing and ownership, with no mandatory connection requirements. This market-based setup enabled a first transition away from imported fuels and now supports a second transition, with a growing focus on reuse of waste heat.
